Radius is for small paid jobs near you. You post a job with an amount on it. Phones around you pick it up over Bluetooth and pass it along to phones further out. Someone nearby claims it, does it, and gets paid. There is no server and no account. Nothing is uploaded anywhere, which means it works with no internet at all, and the people who see your job are the people close enough to actually do it. HOW IT WORKS
